Application for a permit (concession) under the Trade Licensing Act and registration under the Act on the Management of Security Material for the purpose of management of security material in the course of business activities of natural or legal persons. In the application for a concession, the applicant must, inter alia, specify the groups of security material which he intends to handle and provide evidence of his competence to handle security material as defined in this Act. In addition, the application shall state the address of the establishment and provide evidence of the legal reason for the use of the premises where the establishment is located.

In the event of loss or theft of security material, the person handling the security material is obliged to notify the relevant police department in writing without undue delay.

A person handling security material shall be obliged to submit a registration certificate, documents proving compliance with the obligation to handle security material and security material including relevant documents for inspection upon request of the relevant police department.

The Ministry of Defence or a foreign inspection team accompanied by an employee of the Ministry of Defence may request for inspection a registration certificate for the handling of Group 5 and 6 security material (Group 5 security material includes combat and special vehicles without weapon systems and their components covered by the Treaty on Conventional Armed Forces in Europe, promulgated under No.94/2003 Coll, Group 6 security material includes military aircraft, helicopters and unmanned aerial vehicles without weapons systems, aircraft or helicopter engines or equipment). The person handling these groups of security material must produce this certificate on request and also make this security material available for inspection.

A person who owns or possesses security material must keep records of such material in accordance with the Security Material Management Act. The records shall be made available to the control authority and shall also be secured against misuse by a third party.
