About the database

The Database of Information Obligations (hereinafter referred to as the "Database") contains an overview of selected information obligations arising from currently effective legislation - from laws, decrees, government regulations, EU regulations, EU directives that have an impact on the business environment. The database gathers the obligations in one place, which increases clarity in the legislation and allows to assess to what extent the obligations are burdensome. For ministries or legislators, the overview will make it easier to identify redundant or often obsolete obligations that can be amended or removed, thereby reducing the administrative burden on businesses. The system makes it possible to keep track of which obligations arise from European legislation.

The purpose is also to focus on those pieces of legislation that are identified as the most burdensome and to help increase clarity on the obligations on businesses through simplified interpretation.

For each obligation, the specific anchorage in the relevant legislation, in what form and how the obligation can be fulfilled is indicated. In the case of electronic compliance, the data box ID and the link to the relevant form or information system of the authority are indicated. The database also indicates the frequency of compliance with the obligation and the time estimate required for compliance. In a more detailed view, it is possible to find out the size category of the undertaking concerned, a more detailed specification of this entity, the penalties for non-compliance and which authority controls compliance with the obligation.

The database can be filtered according to various parameters, and it is possible to search for obligations concerning only natural persons doing business, only legal persons, or both groups of entrepreneurs.

In addition, there is the so-called Business in a Nutshell containing links to information, guides or forms relating to Sole Traders, Business Corporations, Taxes, Labour Relations, Statistical Reporting, Transport and Waste. Also included are selected information obligations from the database. Through the web link, you can access the eCollection under the "Useful Links" tab and through the so-called tiles, e.g. the Trade Business Portal, the BusinessInfo Portal, the Business Support Finder or the websites of the CzechTrade or CzechInvest agencies.

Current information on business and legislation can be found in the News tab, which also lists changes in the obligations in the DIP.

The dip.gov.cz website is accessible in accordance with Act No. 99/2019 Coll., on Accessibility of Websites and Mobile Applications and on Amendments to Act No. 365/2000 Coll. on Public Administration Information Systems and on Amendments to Certain Other Acts, as amended. The Ministry of Industry and Trade is still working to make these websites accessible to all people without distinction.

The Ministry of Industry and Trade is the administrator of the database, which is supported by the Expert Group of the Ministry of Industry and Trade for Reducing the Administrative Burden on Entrepreneurs. The information in the database is continuously supplemented and updated by the relevant authorities (selected ministries and other institutions) on the effective date of the changes.

The database is currently being operated on a pilot basis, with future plans to add additional elements, such as interconnection with the Entrepreneur Portal or the involvement of AI (artificial intelligence).

The project to create the Database of Information Obligations is part of the National Recovery Plan, from which it is funded.

Statistics tracking the trend in the administrative burden on entrepreneurs are continuously updated.

The Ministry of Industry and Trade, which is entrusted by the Government of the Czech Republic with the management and administration of the Database of Information Obligations of Entrepreneurs pursuant to Government Resolution No. 458 of 21 June 2023 on the systemic reduction of the burden on entrepreneurs and the outputs of the remeasurement for 2022 , declares that the information contained in the Database of Information Obligations (hereinafter referred to as the "Database") is of a general informative nature only and does not constitute in itself any binding legal standard.

The Database has been created and serves primarily to offer visitors the most user-friendly overview and interpretation of selected obligations arising for businesses from the most important selected legislation. The legally binding text is always contained in the relevant source (E-Collection, Collection of Laws and International Treaties, Official Journal of the European Union).

The information provided is not intended to replace legal advice or legal services. The Ministry of Industry and Trade is not liable for the accuracy and completeness of the information and data contained in the database or for any damage caused as a result of the use of the information contained therein. The database contains an overview of selected obligations affecting entrepreneurs arising from the most important selected legislation.

Language translation of the DIP

The Ministry of Industry and Trade is not responsible for the literal translation of the output from the DIP website into English/German/Ukrainian/Vietnamese, as this is handled automatically by DeepL and Google Translate.

Options for downloading data from the database

Outputs from the database can be downloaded in Excel, PDF and XML formats. The REST API integration service can also be used.
