What is the Information Obligations Database? What does it contain?

The Database of Information Obligations (hereinafter also referred to as "DIP") contains an overview of information obligations arising for entrepreneurs from the most important currently effective legislation. For each obligation, additional parameters are listed, such as the forms and methods of compliance, the frequency of compliance, sanctions or the controlling authority. The DIP also includes a "Business in a Nutshell" containing links to information, guides or forms relating to Sole Traders, Business Corporations, Taxes, Labour Relations, Statistical Reporting, Transport and Waste.

The web link will take you to the eCollection under the "Useful Links" tab and via the tiles to the Trade Business Portal, the BusinessInfo Portal, the Business Support Finder or the websites of the CzechTrade or CzechInvest agencies. Current information on business and legislation can be found under the "News" tab, which will also include changes in the obligations in the DIP. You can also subscribe to the DIP newsletter, where you will receive updates on changes after filling in your e-mail address.

How can I search the DIP?

On the homepage of the website, you can choose from predefined categories whether you are a "sole trader", "legal entity" or "all businesses". You can also use the full-text search on the main page of the website - i.e. you can enter the text you are looking for, the name or number of the legislation and the relevant obligations will be filtered. If the text you have entered is not found, you will be notified to enter another text.

For all three categories, you can filter the legislation by different parameters - by type, number, year of publication, title or keyword.

What legislation is included in the Information Obligations Database?

A summary of the legislation can be found in the "About the database - DIP legislation overview" tab.

Where can I find information on the frequency of compliance? Where can I find the amount of the penalty that is determined in case of non-compliance and other parameters?

The following information is provided for each obligation:

  • from which legal provision it derives
  • a clear description of the obligation concerned
  • in which section, paragraph, letter or article, as appropriate, the obligation is set out
  • the form of compliance with the obligation
  • the manner of compliance with the obligation
  • frequency of compliance with the obligation

In a more detailed view (icon "VIEW DETAIL") it is possible to find out:

  • which size category of undertaking the obligation applies to
  • a more detailed specification of the entity to which the obligation applies
  • an estimate of the time needed to comply with the obligation
  • the penalties for non-compliance
  • the authority controlling compliance with the obligation
  • the origin of the obligation (national legislation, EU Regulation or EP and Council Directive)

How do I find out about new obligations?

The 'News' tab at the top of the home page of the website allows you to track changes to your DIP duties, where you can set the timeframe you are interested in. You can also use the link to the eCollection news to get to the currently promulgated legal acts throughout the eCollection, where you can see all currently promulgated legal acts at the same time, including those that may not be included in the DIP. Another way to get information about changes is the subfolder "Changes in legislation". There is an overview of legislation and changes for businesses that came into force on 1 January and 1 July.

Where can I find information, guides, and an overview of the obligations related to the trade?

The "Business in a Nutshell" tab at the top of the homepage of the website contains links to information, guides or forms in the "Sole Trader" area. You will also find information obligations under the Trade Business Act that are contained in the DIP.

Where can I find forms and an overview of tax obligations?

The "Business in a Nutshell" tab, under the "Areas of Business" sub-tab at the top of the homepage of the website contains links to information, guides or forms in the area of "Tax". You will also find information obligations under the tax laws that are included in the DIP.

Where can I find information on the employment relations agenda?

The "Business at a Glance" tab, under the "Areas of Business" sub-tab at the top of the homepage of the website contains links to information, guides or forms in the area of "Employment Relations". You will also find information obligations arising from employment legislation contained in the DIP. There is also a direct link to the eCollection to the Labour Code or the Employment Act.

I am only interested in the information obligations in the DIP relating to the agricultural sector. Where can I find them?

If you are interested in the information obligations for a particular area of business, please use the 'AREAS' column on the right-hand side of the main page of the website. Under the "AGRICULTURE" area, you can find information obligations arising from the legislation governing agriculture, which are part of the DIP.

Similarly, in the other areas of "BUSINESS", "COMMERCIAL LAW", "LABOUR RELATIONS", "CONSUMER", "TAXES", "ECOLOGY".

Is the information in the Information Obligations Database also available in foreign languages?

Yes, in addition to Czech, English, German, Ukrainian and Vietnamese are also available. This is an automatic translation using the applications DeepL and Google translator.

Is the Information Obligations Database website optimised for disabled users?

Yes, the dip.gov.cz website is accessible in accordance with Act No. 99/2019 Coll. on Accessibility of Websites and Mobile Applications and on Amendments to Act No. 365/2000 Coll. on Public Administration Information Systems and on Amendments to Certain Other Acts, as amended. The Ministry of Industry and Trade is still working to make these websites accessible to all people without distinction.

Who can I contact with specific questions?

If you need advice on how to navigate the DIP, you can use the telephone information line 1212, which is charged according to the caller's tariff, or e-mail 1212@mpo.gov.cz. Please note that these contacts are not intended to answer factual or technical questions. There is also an instructional video "DIP Guide" located on the main page of the website, specifically on the bottom right hand side.

Can I download data from the DIP?

Yes, you can export your filtered selection and overview of obligations to Excel and XML formats. You can also download individual obligations to PDF format. You can also use the REST API integration service.

Is there a fee for using the Information Obligations Database services?

No. The DIP is available to anyone, without the need to log in and without charge.

I haven't found a piece of legislation that imposes an information obligation. Who can I tell?

The DIP provides an overview of the information obligations arising from the most relevant legislation. It is therefore possible that you will not find the legislation or obligation you are looking for here. If there is a need to add further obligations, we will deal with the request. The Ministry of Industry and Trade declares that the information contained in the Database of Information Obligations is of a general informative nature only and does not constitute a binding legal norm in itself. The Ministry of Industry and Trade is not liable for the accuracy and completeness of the information and data contained in the database or for any damage caused as a result of the use of the information contained therein.

In addition to Czech, the information on the website is also available in English, German, Ukrainian and Vietnamese. The Ministry of Industry and Trade is not responsible for the literal translation of the outputs from the DIP website into English/German/Ukrainian/Vietnamese, as this is handled automatically by DeepL and Google translator applications.

In the future, it is planned to add additional features, e.g. connection with the Entrepreneur Portal or AI (artificial intelligence) involvement.

The Ministry of Industry and Trade is the administrator of the database, which is supported by the Expert Group of the Ministry of Industry and Trade for reducing the administrative burden on entrepreneurs.

The Information Obligations Database project is part of the National Recovery Plan, from which it is funded.
