Producers placing on the market selected plastic products listed in Parts B to D of the Annex to the Act for single use are obliged to keep records of the quantities of the selected products they have placed on the market in units of weight. They are obliged to keep the records for 5 years and to produce them at the time of inspection. They are also obliged to report the data from the register for the previous calendar year to the Ministry of the Environment by 15 February of the following year at the latest, unless they have concluded a collective performance contract with the operator of the collective system for the selected plastic products in question.

The manufacturer shall ensure that each selected plastic product listed in Part B of the Annex (e.g. pre-wetted wipes, beverage cups) to this Act that it places on the market bears a visible, clearly legible and indelible label on its packaging or on the product itself, which provides information to end-users on the appropriate management of waste from the products and the presence of plastics in the product.

The manufacturer of the selected plastic products listed in Part C of the Annex (e.g. filter tobacco products, pre-inflated wipes, balloons) to this Act or fishing gear containing plastic shall be obliged to carry out awareness-raising activities aimed at informing the end user and changing consumer behaviour in order to reduce the amount of waste from the selected plastic products placed on the market by the manufacturer which is disposed of by end users outside the designated disposal sites.

The operator of the collective scheme shall keep records of the producers for whom the collective scheme provides pooled fulfilment and the quantities of selected plastic products placed on the market by those producers. For these purposes, Act No 542/2020 Coll. on end-of-life products shall apply.

Collective scheme operators must apply for a licence to operate a collective scheme issued by the Ministry of the Environment. The specific procedural conditions are specified in Act No 542/2020 Coll. on End-of-Life Products.
