The operator of an installation is obliged to apply to the Ministry of the Environment for a greenhouse gas emissions permit once if it operates any of the activities listed in Annex I to Act No. 383/2012 Coll.

The operator of an installation shall be obliged to report any change in the use or operation of the installation that may have an impact on the way greenhouse gas emissions from the installation are determined and reported, and shall also be obliged to report changes to the data specified in the greenhouse gas emissions permit. The notification may then be the basis for initiating permit amendment proceedings.

The operator of the installation/aircraft is obliged to apply to the registry administrator for an account in the trading register within 20 days after entering the European greenhouse gas emission allowance trading system. The Czech GHG Emission Allowance Trading Register is administered by OTE, a.s.

By 30 September, the operator shall be obliged to remove from trading, in accordance with the procedure laid down in directly applicable European Union legislation, the quantity of allowances corresponding to the verified quantity of greenhouse gas emissions reported for the previous calendar year. At the moment of retirement, allowances shall cease to be tradable. The operator of the installation may not use allowances allocated to aircraft operators for the purpose of retirement.

Notification obligation regarding changes in the operation of the facility that result in a change in the calculation of the free allocation. The operator of the installation shall provide the Ministry of the Environment with data on the level of activity of the installation for assessment for the change of allocation under Commission Implementing Regulation (EU) 2019/1842 by the end of February of the following year at the latest.
