Information on notification of quarantine and invasive pests and plant pathogens. Due to climate change and globalisation of trade, there is an increased risk of non-native pests and plant pathogens entering our territory. Identifying outbreaks as early as possible is essential for their early and successful control. According to Regulation (EU) 2016/2031 of the European Parliament and of the Council on measures against harmful plant organisms, notification of suspected occurrences of quarantine plant pests in the EU is mandatory, and in the Czech Republic the Central Institute for Inspection and Testing of Agriculture (hereinafter referred to as "ÚKZUZ") is the addressee of such notifications. The online notification form on the Plant Health Portal of ÚKZUZ can be used to notify the occurrence of quarantine and invasive pests and plant pathogens.

A natural or legal person who grows, produces, processes or places on the market plants, plant products or other objects, and the owner of the land or premises or the person who uses them for any other legal reason, shall be obliged to detect and control the occurrence and spread of harmful organisms in such a way as to prevent harm to other persons or damage to the environment or endanger the health of humans or animals.

If you intend to grow breeding, propagating or reproductive material, you must apply to the Central Institute of Agricultural Inspection and Testing for a survey in the place intended for the production of propagating and reproductive material and in its immediate surroundings, in order to detect the presence of harmful organisms that would be an obstacle to the establishment of the material in question.

Application for authorisation to import or hold quarantine material and otherwise handle it for scientific purposes or plant breeding. Authorisation shall be granted by the Central Institute for Inspection and Testing in Agriculture (hereinafter referred to as the 'CIEA') by means of a decision only if there is no detectable risk of the spread of harmful organisms. Authorisation for the import or transfer of quarantine material is by way of an administrative procedure administered by the Office for the Control of Plant Health. The decision to authorise the importation or translocation of quarantine material shall specify the conditions to be met and complied with by the applicant. Without this authorisation, the handling of plants and plant products is not possible.

Submission of an application for registration in respect of the importation and/or placing on the market of plants, plant products and other objects. The Central Institute for Agricultural Inspection and Testing shall receive applications from professional operators for registration or updating of data and shall maintain and update an official register of professional operators.
