A person wishing to conduct business in the field of postal services is obliged to deliver a written notification of business to the Czech Telecommunications Office (CTU). The notification shall contain the prescribed particulars (e.g. a list of the basic services or other postal services it intends to provide). The notification shall be accompanied by the prescribed documents (e.g. a certificate from the competent tax authority stating that the natural or legal person has no outstanding debts with the Tax Administration and Customs Administration). The obligation to notify the CTU in writing without undue delay of changes in the data and documents required for the notification of the postal services business. Obligation to communicate the termination, interruption or restart of the business.

Upon written request, the postal service operator is obliged to provide the Czech Telecommunications Office (CTU) with complete and truthful information, including financial information, and data and supporting documents necessary for the performance of the activities for which the CTU is competent under this Act (collection of information, its control and its provision).

The postal service provider is obliged to provide statistical information via a software application on an electronic form, unless the form of providing the information is otherwise specified in the request (collection of information, checking, processing of forms and sending).

The holder of a postal licence is obliged to publish annually and at the same time submit to the Czech Telecommunications Office (CTU) complete and truthful information on the results of the provision and assurance of the basic services included in its postal licence and an evaluation of the fulfilment of quality parameters as at 31 December of the calendar year, by 31 March of the following calendar year at the latest; the content, form and manner of publication of the information shall be determined by the implementing legislation (collection of information, its checking and publication on a prescribed form).

The holder of a postal licence is obliged to notify the Czech Telecommunications Office (CTU) in writing of any increase in the prices of the basic services included in its postal licence, any changes of a technical, organisational or legal nature relating to the postal licence holder which may substantially affect the provision and provision of the basic services included in its postal licence.
