The entity is obliged to participate in the preparation of crisis plans on the basis of a call from the crisis management authority. Note: Crisis management authorities are the government, ministries and other central administrative authorities, the Czech National Bank, regional authorities and other authorities with competence on the territory of the region, authorities of municipalities with extended competence, municipal authorities (see Title II of the Act).

The entity that ensures the implementation of measures resulting from the crisis plan is obliged to prepare a crisis preparedness plan, the details of which are regulated in Sections 17 and 17a of Government Regulation No.462/2000 Coll., for the implementation of Sections 27(8) and 28(5) of Act No.240/2000 Coll., on crisis management and on amendments to certain acts (Crisis Act), as amended.

The entity included in the crisis plan is obliged to provide the regional fire brigade with the required documents free of charge for the purpose of preparing for and dealing with crisis situations and to update these documents.

The entity is obliged to provide the material resources necessary to deal with the crisis situation at the request of the authorised crisis management authority, unless a special legal regulation provides otherwise. The provision of in-kind resources must not impair the function of the critical infrastructure element. A movable or immovable object or a service provided shall be considered as a means in kind according to this Act, if this object or service can be used in dealing with a crisis situation.

If in a state of crisis there is a threat to life, health or if there is a threat of large-scale damage to property or the environment, legal entities and natural persons are obliged to perform tasks that go beyond the measures specified in the crisis plans, if these tasks are imposed on them by the governor or the mayor of a municipality with extended jurisdiction or the mayor of a municipality.
