Carriers are obliged to provide the Ministry of Transport with the necessary documents and data for the purposes of the transport information system before each transport of dangerous goods by road, rail, air and inland waterway.

If the regional authority includes a specific legal entity or an entrepreneurial natural person in the regional emergency plan or external emergency plan, the latter is obliged to provide and update the required documents free of charge. The method of preparation of the regional emergency plan is set out in Annex 1 to Decree No 328/2001 Coll., on certain details of the integrated rescue system. The external emergency plan is regulated in Annex 2 to this Decree.

The entity, if the regional authority has included it in the emergency plan of the region or the external emergency plan, is obliged to ensure measures with respect to its employees affected by the anticipated emergency, and thus to ensure, unless a special legal regulation provides otherwise, informing about the threatened emergency and planned measures, warning, evacuation, or sheltering, organizing rescue work and organizing preparation for self-protection and mutual assistance.

The entity is obliged to provide personal or material assistance in connection with rescue and liquidation work and its preparation at the direct request of the intervention commander (§ 19) or the mayor of the municipality (§ 16) or through the operations and information centre of the integrated rescue system.

In connection with rescue and liquidation works and their preparation, the subject is obliged to tolerate the placement of warning and notification system equipment on the real estate owned by it and to allow access to it to the fire rescue service of the region or persons authorised by it for the purpose of use, inspection, maintenance and repair.
