An entrepreneurial natural or legal person who intends to provide services to breeders in the field of performance control, insemination or verification and certification of origin must apply for approval from the Ministry of Agriculture.

The authorised person shall be obliged to carry out testing and assessment of the listed livestock if the breeder requests it and creates the conditions for it, to comply with the testing and assessment procedures laid down in the breeding programme, to ascertain the origins, characteristics and traits of the listed livestock, and to keep records of the origin, the performance and reproduction of animals to the extent provided for in the Decree and to transmit them to the authorised person in the manner provided for in the Decree, to provide advice within the scope of the activity defined in the decision granting the approval, to hand over all data and documents to the person taking over the activity or to the breeder in the event of termination of the activity and to make a record of this handover.

The authorised person, in cooperation with the relevant recognised breeders' association, shall ensure that the results of testing and assessment are processed, published and recorded. The results of the testing and assessment shall be published in paper form, or by means of remote transmission, at least once a year, and shall be recorded in paper form or on technical data carriers.

Recognised breeders' associations, persons authorised to test and assess horses in performance tests according to breeding programmes for individual breeds of horses, pig breeding enterprises, authorised persons in the selection of breeders of small or imported breeds for which no studbook is kept in the Czech Republic, are obliged to ensure the evaluation of breeding animals and to issue documents on the result of the evaluation.

Verification of origin is provided for by law for animals where there is a public interest in the accuracy of pedigree information - for future breeding stock (bulls, stallions, rams, goats, boars), for foals born after insemination, for English Thoroughbred and Trotter foals, for imported breeding material of bees and for breeding fish included in genetic resources.
