An entity (manufacturer, importer or supplier) intending to place into circulation a fertiliser, an auxiliary substance, a plant biostimulant or a substrate (which correspond to the type specified in Decree No 474/2000 Coll., on requirements for fertilisers) is obliged to send a notification on the placing into circulation of the fertiliser or auxiliary substance to the Central Institute for Inspection and Testing in Agriculture before placing it into circulation in the Czech Republic. The Central Inspection and Testing Institute for Agriculture shall issue a written consent that the fertiliser, soil improver, plant biostimulant or substrate may be placed on the market. The consent shall include the binding text of the label or package leaflet. If the notifier is not notified of such consent within 30 days of the date on which the notification was made, nor is notified within that period of the initiation of the prohibition of placing on the market, the consent shall be deemed to have been granted by the Institute. The consent shall be valid for a period of five years. That period shall begin on the day following the date on which such consent is delivered to the notifier or on the day following the expiry of 30 days from the date on which the notification was made.

A manufacturer, importer or supplier who intends to place on the market a fertiliser, soil improver, plant biostimulant or substrate which complies with the regulations which are binding for the manufacture or placing on the market of such fertilisers, soil improver, plant biostimulants or substrates in a State of the European Union, the European Economic Area, the Swiss Confederation or Turkey, or to the manufacturing procedures and rules of good manufacturing practice used in one of these States, for which there is sufficiently detailed documentation on the basis of which additional investigations can be carried out if necessary, it shall, before its first placing on the market in the Czech Republic, send a notification of the placing on the market of a mutually recognised fertiliser to the Central Institute for Agricultural Inspection and Testing.

Obligation to submit with the application for registration of a fertiliser a confirmation that it is not an explosive if the fertiliser contains ammonium nitrate.

Obligation of the manufacturer, importer or supplier of the fertilizer product to apply for registration of the fertilizer to the Central Inspection Testing Institute of Agriculture.

Obligation to keep documentary records of the receipt, dispensing and storage of fertilisers or auxiliary substances.
