A natural or legal person who intends to engage in agriculture, except for a natural person under Section 2e(2) (i.e. a natural person carrying out small-scale cultivation and breeding activities or selling unprocessed plant and animal products, is not subject to registration as an agricultural entrepreneur under the Agriculture Act) and except for a person under Section 2e(4) (i.e. An agricultural entrepreneur under the Agriculture Act is also entitled to provide works, performances or services which are exclusively related to agricultural production and which make use of means or equipment serving the agricultural entrepreneur for agricultural production), if they provide temporary or occasional services under the Treaty on the Functioning of the European Union, they are obliged to register. An agricultural entrepreneur shall be registered by the municipal authority of the municipality with extended competence on the basis of an application for registration as an agricultural entrepreneur.

The agricultural entrepreneur shall be obliged to notify the municipal authority which issued the certificate of registration of the agricultural entrepreneur of changes to the data entered in the register within 15 days of the date on which the changes occurred; the agricultural entrepreneur shall not be obliged to do so in the case of changes to the data entered in the central population register or in the commercial register. On the basis of the notification of the change by the entrepreneur, the municipal authority of the municipality with extended competence shall make an entry in the register of the agricultural entrepreneur and issue the agricultural entrepreneur with a certificate of change of entry in the register of the agricultural entrepreneur.

The farmer is obliged to notify the competent municipal authority of the municipality with extended jurisdiction without undue delay if he/she interrupts agricultural production for a period longer than 6 months. Agricultural production shall be deemed to have ceased on the date of delivery of the notification or on a later date specified in the notification. The municipal authority of the municipality with extended competence shall register the agricultural holding and inform the agricultural holding of the registration.

The municipal authority of the municipality with extended competence shall remove the agricultural entrepreneur from the agricultural entrepreneur's register if the agricultural entrepreneur requests removal from the agricultural entrepreneur's register.

If the successor in title wishes to continue the business, he or she shall notify the municipal authority of the municipality within 3 months from the date of death of the farmer. If the legal successor does not meet the conditions set out in Section 2e(1) by the time the succession proceedings are concluded (e.g. full legal capacity, permanent residence in the territory of the Czech Republic or proof of a document proving the granting of a residence visa for more than 90 days or a long-term residence permit), he/she must immediately appoint a representative for the duration of the succession proceedings. After the end of the succession proceedings, the provisions governing the agricultural business shall apply to the successor in title mutatis mutandis.
