The holder of a postal licence may perform state administration: receive submissions under the State Social Support Act and receive documents for the issuance of decisions under the State Social Support Act, including their transmission to the relevant regional branch of the Labour Office and provide basic information on the legal regulation of the State Social Support Act.

If the employer is requested to deliver a certificate on the amount of the relevant income of the beneficiary or a person jointly assessed with him/her in the relevant period, he/she is obliged to deliver this certificate to the state social support authority within 8 days from the date of delivery of the request. If the employer has access to a data box, he/she is obliged to deliver the certificate of the amount of income only by remote access by data message or by using an information system according to the specification, format and structure published by the Ministry of Labour and Social Affairs. The specification of communication between the state social support body and the employer and the format, content and structure of the data message are regulated by Decree No. 411/2023 Coll., on determining electronic communication in the field of state social support.

The Ministry of Labour and Social Affairs may enter into an agreement with the obliged person, on the basis of which the state social support authorities will make requests to communicate data decisive for entitlement to the benefit, its amount or payment and the obliged person will communicate the decisive data exclusively through the information system.

Obligation of the gas or electricity supplier, when called upon to deliver a certificate of the amount of the gas or electricity costs paid in the relevant period by the person entitled or jointly assessed, or a certificate of the amount of the overpayment of gas or electricity costs refunded to such persons in the relevant period. The specifications of the communication between the state social assistance body and the gas or electricity supplier and the format, content and structure of the data message are regulated by Decree No 411/2023 Coll., on the determination of electronic communication in the field of state social assistance.
